مع بدء سيطرة تنظيم الدولة على دير الزور في منتصف عام 2014، أراد تقديم نفسه كقوة ضاربة في المنطقة و بسط نفوذه فيها، فبدأ بمحاصرة قوات النظام المتمركزة في بعض أحياء مدينة دير الزور و هي حي الجورة و حي القصور و حي الهرابش و بدأ بالحشد لاقتحام مطار دير الزور العسكري، جالبا تعزيزات وآليات ثقيلة من الرقة والعراق، ليطلق معركة استمرت لعدة أيام انتهت بمقتل عدد كبير من عناصر التنظيم والنظام دون أي تقدم.
محاولات السيطرة على المطار من قبل التنظيم استمرت نحو سنة، استخدم فيها كافة أنواع الاسلحة والسيارات المفخخة ، ويرد النظام بقصف أماكن المدنيين والتنظيم حول المطار و استخدام الغازات السامة في حربه ضد التنظيم , وهو ما دفع مخططي التنظيم إلى وضع خطة عسكرية معقدة، احرزت الكثير من النجاح حتى الآن، وعلى أقل تقدير مكنته من خرق القلعة المترابطة التي أقامها النظام حول قواته وترسانة سلاحه هناك، والوصول إلى مستودعات عياش الإستراتيجية، الضخمة في شمال شرقي سورية.وقد بدأ التنظيم بإرسال ما يسمى بالانغماسيين وهم السوريون اللذين بايعوا التنظيم الى الخطوط الاولى في المعارك , ليتخلص منهم بذريعة عدم ولائهم له .
يعيد التنظيم هجماته على مواقع النظام و يرد النظام بالقصف على المدنيين و على عناصر التنظيم , ويبقى الخطر المحدق بالمدنيين هو أسوأ ما في كل هذه المعارك،فهم محاصرون من الطرفين من قبل النظام من جهة و من قبل التنظيم من جهة أخرى, إذ أن التنظيم أعدم عشرات المدنيين بتهمة التعاون مع النظام بعد سيطرته على قرية البغيلية ، بينما قصف النظام مناطق سيطرة التنظيم مخلّفا عشرات الضحايا المدنيين، و لم ينجم عن الغارات الروسية انقاذ عناصر النظام و إنما نجم سقوط الكثير من الضحايا في صفوف المدنيين، معظمهم عائلات كاملة قضت في بيوتها، وفي منتصف كانون الثاني من عام 2015 فرض تنظيم الدولة سياسة الحصار على حيي الجورة و القصور بهدف حصار قوات النظام المتواجدة فيها و تضييق الخناق عليها فأصبح أكثر من ربع مليون مدني في مدينة دير الزور يعانون الجوع والمرض نتيجة الحصار الخانق
بالإضافة إلى معاناتهم جراء المعارك المستمرة بين قوات النظام التي تبسط سيطرتها على تلك الأحياء، وتنظيم الدولة الذي يحاول السيطرة عليها ويقصفها بشكل متواصل .
فالمدنيون باتوا مرغمين إما العيش في ظل استبداد و قمع و قتل و تعذيب من قبل النظام و إما العيش تحت وطأة تنظيم الدولة و قوانينه الصارمة .

The organization retains its attacks on the regime’s sites and the regime retaliates by shelling civilians and the elements of the organization. The danger to civilians remains the worst of all these battles. They are surrounded by both sides by the regime on the one hand and by the organization on the other. Dozens of civilians were killed on charges of collaborating with the regime after taking control of the village of Baghiliya, while the regime bombed the areas of control of the organization, leaving dozens of civilian casualties. Civilians are forced either to live under tyranny, oppression, killing and torture by the regime, or to live under the weight of state regulation and strict laws.
